It's honestly hard to make out what h's saying with the background music... In the video you never actually directed you're view at him towards the end where he's suggesting to target you I think? People say stuff like this in Flood all the time, it doesn't mean they were actually trucing. Not worthy of a ban imo. Denied @SilverMario
Do you have only other players Steam ID? STEAM_0:0:62042882 will also be banned for 24 hours for "Being in a truce". I've had troubles with this user in the past with being in truces.
