This is not enough evidence at all man. First off, you can't even properly read what he says. Second off, "we were truce" how do we know he meant mrc? And third off, he says something along the lines of "why did you-" I'm assuming after that he says "why did you shoot me?" Which means if he was trucing he got shot by mrc anyway.
I tend to agree with the notion that you haven't provided the proper evidence to carry out your request. I appreciate that you've taken the time to make the report and encourage you to provide further evidence if ever you need assistance again.
Before you make a report, you should always think about if this player would actually be punished strongly for this in game, because if it only contributes a Kick or a warning (Like this case if true) we can't actually justify banning the player for any time.
