An addition to "Rule #19 for VIP's"

    So, Earlier I was asked what the use of balloons are, and then was asked "Can you use them to fly" Which I was a bit stuck on, considering the rules state nothing about balloons, Just thrusters, Therefor I was wondering if an addition to the rule including balloons in the rule could be implemented.

    We've never really been concerned about balloon abuse before because they're just like paper towels, but only more noticeable. They also have a very limited range for manipulation.

    Force Limit needs to be disabled. Since gmod update, you can use balloons to lift up really heavy props such as the car.

    To be honest, balloons should be added to Rule 19 in addition to thrusters.
    Any variations of tools, VIP or not, should not be used for better floating or holding props imo.

    I've updated Rule #19 to include Balloons, Thrusters and perhaps future VIP tools. Hopefully this edit will suffice.
