Unfortunately there isn't enough evidence here to support that these players are trucing nor are they stalling the round. Your screenshots are taken 2 seconds apart, so I can't say for sure that they are truly doing anything wrong. Clearly they are both shooting at you but that doesn't necessarily mean they are trucing and certainly they aren't prop farming in those the photos. Sorry, going to have to deny this one. If you come across this problem again, make sure you take several screenshots over the course of a few rounds or better yet, make a video or demo.
