Yeah, unfortunately you need evidence in a video/screenshot unless an admin sees everything that has happened at the time, witnesses don't count as evidence because they could make up everything and even be your friend and you could ask him to make something up. I'm sure you wouldn't do that, just an example hope this helped you out a bit
