    Briefly explain what happened:
    He was using props and made it glitch and it was flying around and breaking and knocking peoples boats.

    This is hard to tell from the individual screen shot but it would appear it's just bad welding on his part. It does not count as an exploit as this happens all the time due to gmod's physics engine. It does not count as prop minging due to the fact they aren't touching anyone else or shoving players. Prop minging only takes place in the build phase and cannot happen during the fight phase. You might be thinking of "sharking" which it isn't colliding with anyone else's boat. Additionally it could also have been an accident on his part. In conclusion, it is both neither of the two accusations and there is also not enough evidence here. Denied. Sorry.
